| 摘 要： | 河南省三次产业结构中第二产业比重较高，第一产业与第三产业比重较低，这是由偏重型、资源型的工业结构决定的。积极承接发达地区的产业转移，大力发展劳动密集型制造业，符合河南省的禀赋条件和比较优势，有助于河南省摆脱经济发展对自然资源的依赖，有助于解决广大农村入口的非农就业问题，有助于扩大内需，是当前河南省实现产业结构升级与发展方式转变的切实而有效的现实途径。
