农民参与新型农村社会养老保险的意愿研究

论文基于2010年在鲁、冀、皖、黔四省的调查数据,对农民参与新型农村社会养老保险的意愿进行研究。研究发现大部分农民愿意参与新农保,参保意愿存在明显的个体差异和地区差异,与参保行为的契合度较低,现行的新农保制度与农民理想的农保模式之间存在较大差异。农民的参保意愿受个人特征、家庭特征、制度认知、未来预期的综合影响,收入主要源于务农、劳动能力低、子女定期给钱用、子女未读过大学、认知程度较高、未来预期乐观的农民参保意愿更强。最后笔者从关注低收入群体、加强新农保宣传等方面提出了完善新农保制度的对策建议。

Research on Peasants' Willingness to Participate in New Rural Social Endowment Insurance

Based on the survey datas from Shandong,Hebei,Anhui and Guizhou province in early 2010,this paper researches peasants’ willingness to participate in New Rural Social Endowment Insurance(NRSEI).It shows that the majority of peasants are willing to participate in NRSEI,but there are obviously individual and regional differences.What’s more,peasants’ willingness just corresponds with their behaviors in a low level.The existing system of NRSEI is largely different from peasants’ ideal model.Peasants’ willingness is complexly influenced by their individual characteristics,family characteristics,understanding of the system and future expectations.Meanwhile,those peasants,whose income mainly comes from agriculture,whose abilities to work are lower,whose children give them money regularly,whose children have not acquired college education,whose understanding levels are higher,and whose future expectations are more optimistic,have stronger willingness.At last,the author proposes some solutions to improve the system of NRSEI,such as paying more attention to low-income groups,strengthening publicity.
