| 摘 要： | 产权制度改革已成为深化国有企业改革的重要环节。发挥产权制度的调节、激励和约束功能,并适时地采取相应的对策和措施是突破体制性弊端、解决国有企业低效益的关键;但发挥产权制度功能,仍面临诸多难题,需要在产权制度改革实践中进一步探索。

| Abstract: | The reform of the property rights system is a key factor for the further reform of the state-owned enterprises of China.The adjusting,stimulating and controlling functions of the property rights system together with the suitable policies and measures can play a key role in solving the institutional problems and the low efficiency of these enterprises.However,bringing these functions into full play still faces many difficulties and needs further exploration in the reform of the property rights system. |
