| 摘 要： | 根据出入境管理工作性质、特点,我国应当建立公正优先、兼顾效率的价值取向和以权利为重的法制化模式。在此基础上,得出出入境管理法制化五个基本原则。同时,内地居民往来港澳出入境管理是出入境管理工作的重要组成部分,往来港澳地区出入境管理法制化问题无法回避。

| Abstract: | According to the nature and characteristic of the arrival-departure administration,our country should build a legal system which adopts the principle of "fairness first,then the efficiency" and values the rights.And then come to the five basic principles of the legal arrival-departure administration.Since the mainland residents' entry and departure to Hong Kong and Macao is an important part of the arrival-departure administration,the legal arrival-departure administration of it is unavoidable. |
