| 摘 要： | 当前,群体性事件已成为制约我国经济发展和社会建设的一大政治难题,对其进行有效防范和治理成为一个亟待解决的重大课题。群体性事件是人民内部利益矛盾冲突的外在表现,切实改善民生是有效防范和治理群体性事件的根本要求。在全面深化改革的时代背景下,有效防范和治理群体性事件必须始终坚持以民生为导向,积极更新政府理念,不断提高社会管理水平,加快转变政府职能。

| Abstract: | At present, mass disturbance has been a political problem, which restricts economic clevelopment an~ soclat construction. To prevent and govern it has been an important thing. Mass disturbance refers to external performance of people＇s internal contradiction, so improving livelihood is fundamental requirement to prevent and govern it. In the age of deep reform, we must insist the direction of livelihood, update the idea of government, improve management level of society and transform the government functions. |
