新农村建设中失地农民问题研究

失地农民是指"种田无地,投资无钱,就业无路,保障无门"的"四无"状态的农民。在社会主义新农村建设中,"农民失地引起的社会矛盾加剧"问题排在首位。解决失地农民问题,应树立科学发展的政绩观,尽量减少失地农民;赋予农民土地使用权地位,使农地使用权市场化流转;建立合理的征地补偿和利益分享机制,使失地农民享有应得利益;建立再就业创新机制,使失地农民失地不失业;加强失地农民的社会保障体系建设,使城乡居民社会保障一体化。

On the Problem with Land-lost Peasants in the Construction of the New Villages
