云南省思茅市毒品犯罪问题调查报告——云南边疆民族地区毒品犯罪问题研究课题

作为中国———东盟自由贸易区的桥头堡思茅市,长期以来遭受境外毒品的侵害,是一个毒品问题比较严重的地区之一。其一,毒品犯罪问题主要表现为走私、运输、买卖毒品、非法种植毒品原植物,贩卖易制毒化学品,其中最突出和最严重的就是贩毒(海洛因、鸦片为最多)。其二,主要特点为:贩毒手段相对简单;每次贩毒数量少、频率高;熟人熟地熟情况;文化素质较低,因贫穷而贩毒,一般情况下不离开本地;受雇于老板只赚取“运费”,以贩养吸直接参与贩毒,等等。其三,治理对策;针对本地实际禁毒工作要常抓不懈;重视经济发展,帮助当地群众脱贫致富;动员全社会力量,加大“四禁”并举工作力度。

Report on A Survey of Drug - related Crime in Simao City of Yunnan--A Survey on Drug -related Crime in Yunnan Border Regions Inhabited by Ethnic Groups

As a bridgehead of China-ASEAN Free Trade Zone, Simao city has long been in the suffering of foreign drug problems,thus it becomes one of the districts where the drug situation appears so serious.1.Drug-related crime gives characteristics to drug trafficking,drug dealing and illegal plant and illicit chemical precursors trafficking,of them,the drug trafficking problem is really exceptional(major in Heroin,Opium).2.Drug trafficking characteristics: comparatively simple means;small amount dealing but frequently every time;native dealers in local area,being familiar to the situation;most dealers are of low educational qualities;the dealers' purpose is only to earn "shipping cost";supporting addiction by way of trafficking,etc.3.Countermeasures: In accordance with the local drug situation,we should be long time engaged in the work of economic development,helping the locals being better off;joint efforts from all force of society,enhance the work of "comprehensive four prohibition-measure".
