| 摘 要： | 反腐败斗争的实践充分证明,自律的作用是有限的,靠个人自律来实现政治清明是不现实的。他律为主,自律为辅,用制度规范和约束行为,以他律促进自律,这是反腐败斗争必须摆正的辩证关系。

| Abstract: | The practice of anti-corruption battle fully demonstrates it is unrealistic to realize its political honesty by one's self-regulation which plays limited role.Taking other-discipline as dominant factor and self-discipline as subordinate factor,anti-corruption battle should normalize and restrain one's behavior by system and strengthen self-discipline by other-discipline,which reflects dialectic feature. |
