中国—新加坡经济走廊国家单一窗口建设与通关便利化研究

本文从国际贸易单一窗口的角度,介绍和分析中国—新加坡经济走廊沿线国家为实现货物通关便利化而实施的单一窗口建设进程和特点,以及提高货物通关效率的一些效果。我们认为,沿线各国的单一窗口建设卓有成效,区域内多边和双边通关便利化合作得到推进,但进展快慢不一。沿线各国单一窗口建设和通关便利合作的空间仍然巨大。同时,各国还需解决如何应对域内各种涉及通关便利化倡议在内容上出现重叠等制度问题。

Construction of National Single Window and Trade Facilitation in the Countries of China-Singapore Economic Corridor

From a single window perspective, the paper introduces and analyzes the process and characteristics of National Single Window （NSW） aiming at enhancing trade facilitation in the countries along the China-Singapore Economic Corridor （CSEC）, as well as some improvements of custom clearance efficiency. In general, it has seen a productive construction of NSW in CSEC countries, and an attempt of regional trade facilitation both in bilateral and multilateral ways, nevertheless the progress is slow. The paper concludes that there is still a large room for full implementation of NSW in CSEC countries. In addition, these countries should also address the issues of institutional framework, such as multiple agreements between countries overlapping in terms of border procedures and transit of goods, in order to achieve a regional/international single window.
