地方政府应对群体性事件的缺失及系统重构

尽管各层级政府为治理群体性事件付出不懈的努力,构建了应对机制,但就部分地方政府而言,在群体性事件应对中,仍存在一定缺失。这些缺失包括理念误区、体制障碍及应对失措。为此不仅要考虑宏观的政策制度安排,还应重构操作性的制度系统,包括预防体制中的矛盾纠纷排查调处系统、社区控制体制、减压机制,事件现场处置系统中的治安接处警系统、对话系统和第三方调停系统,善后系统,以及全过程的舆论监督系统。

The Deviation in Dealing with Group-Events and Its Correction

Although various levels government makes the unremitting effort for governing group-events and has constructed the response mechanism,but some local governments still have certain flaws in dealing with these events.These flaws include the idea prob-lems,the system barrier and methods failure.Therefore,we not only need consider institutional arrangements of the macroscopic policy,but should also restructure the operational system,including the community as the key prevention system,introduces the dialogue sys-tem and the third party mediation system in the scene handling,the introduction supervision of public opinion system.
