提高政府关注程度构建高校公共卫生体系--对高校医疗体制改革的探讨

高校医疗体制改革意义重大.目前,高校医疗体制定位不清,相关支持政策缺失,难以完成对学校内的公共卫生管理服务职能.建议教育行政和卫生行政部门高度重视,出台相关政策,加强建设,加大投入,改革运行机制.同时,高校卫生保健机构应加强自身管理和建设,从而将高校医疗体制真正纳入国家公共卫生机制中,最有效地发挥其功能.

Strengthening Governmental Concerning and Building a System of Public Health for Higher Education Institutions--Exploration in the Reform of Medical System in Higher Education Institutions

It is extremely significant to implement reform in the medical system of higher education institutions.At present,positioning of the medical system at university is indistinct and relevant supporting policies are not available.Such a situation will be leading to unsuccessful functioning of management and service for the public health within campus.We strongly recommend those governmental sectors in charge of education and public health to issue relevant policies,to strengthen capability building,to increase investment,and at the same time to reform its conducting mechanism.Meanwhile,the functional sectors of higher education institutions in charge of health protection ought to strengthen their capability building in management,and finally endeavor to involve the medical system of higher education into the national system of public health in order to fully play its role in an effective way.
