日本电子政府建设概说

鉴于日本的电子政府处于提供服务阶段 ,尚未进入服务提供成熟阶段 ,日本政府计划在 2 0 0 3年实现电子政府 ,在 2 0 0 5年建成世界最先进IT国家。为此 ,最近几年日本政府采取了推进电子行政化以及行政申请、申报等手续的电子化与网络化、建设全国公共行政专用网、建立政府凭证管理制度、统一个人身份网络系统与智能卡等一系列行之有效的措施

Generality of the E- Government Construction in Japan

In view of that Japanese E-Government is still in the phase of providing services, rather than maturing for it, Japanese government is planning to accomplish E-Government in 2003, and to complete the most advanced IT country. Therefore, in recent years, Japan has taken carried out a series of effective measures, which include giving impetus to administrating by electronics, administration application and declaration by means of electronics and in network,constructing nation-wide public administration network, establishing a system of government credence management, unifying network of individual identity and intelligence card, etc.
