| Abstract: | The government of Shaanxi - Gansu - Ningxia border region put high priority on planned works, took plan as an important means for local governing, developed series of planned management activities in economic, cultural and educational construction, which accumulated planned management experience, trained talents for planned management and provided a basis for macro - economy management after the establishment of new china. |
