Could the system work better? Scale and local knowledge in humanitarian relief

Abstract:This article analyses the international humanitarian response to the earthquake in Jogjakarta, Indonesia in May 2006. It also compares it with a small but very successful local initiative. It identifies inherent weaknesses in the international system, and argues for the possibility of scaling up lessons learned from the local example.
