Corruption has varieties of forms,the substance of which is to obtain private interests by public power.Therefore,corruption has close connection with power.Trying to find the sources of corruption at the angle of power itself is a measure to guard against corruption basically,Stephen P.Robbins argued that probably the most important aspect of power is that it is a function of dependency.Dependency is created and increased when the resource you control is important,scarce,and nonsubstitutable,and so we should reasonably separate the importance,scarcity,nonsubstitutability of the resource which an individual or a group control in order to prevent the corruption just because of excessive dependency.
