廉政文化建设的制约因素及其破解路径

作为反腐败斗争的第一道防线,廉政文化建设是从源头上有效预防腐败的治本之策,是"三不腐"机制中"不想腐"的重要内容,在反腐败斗争中具有极为独特的地位并发挥着不可或缺的重要作用。我国廉政文化建设开展以来已取得初步成效,但还存在着诸多客观与主观上的制约因素,如开展时间短、支撑力度有限,认识不足、重视不够,工作不到位、方法不对头,思想认识上的误区等。破解上述制约因素应在消除贪腐文化影响、把握廉政文化建设的内在特性、做好廉政文化建设的渗透与结合、学习借鉴境外廉政文化建设的基本经验等方面着力推进。

Restriction Factors for the Construction of Integrity Culture and Their Solution

As the forefront in the campaign against corruption,the construction of integrity culture is the fundamental prevention and treatment of corruption from its origin,an indispensable component of“not intending to corrupt”in“the three non-corruption”mechanism,specially unique in the campaign against corruption,and of fundamental significance.In spite of the preliminary achievements made since the initiation of the construction of integrity culture,objective as well as subjective restrictions still exist,such as the limited duration from its initiation,insufficient supportive powers,meager recognition,poor attention,inadequate focus on the work,faulty methods,defective ideological recognition,etc.Focused efforts are to be made from the perspectives of removing the negative influence of corruption culture,perceiving the inner characteristics of the construction of integrity culture,paying enough attention to the infiltration and attachment of the construction of integrity culture,and learning from the experience of foreign countries in related areas,etc.
