从新时代党和国家机构改革看国家理论的创新发展

以习近平同志为核心的党中央适应新时代中国特色社会主义发展要求,作出深化党和国家机构改革的决定,提出一系列新思想、新观点、新要求,推动了中国特色社会主义国家理论的新发展。具体体现在四个方面:在国家领导体制理论方面,彰显了"全方位""全过程""全覆盖"全面领导思想和"三位一体"统一领导思想;在国家权力配置理论方面,形成了横向上"四权分设"的新架构模式和纵向上关于央地关系的新运作机制;在国家治理理论方面,提出了"以人民为中心"的治理理念和具体的国家战略目标执行落实体系;在民主政治理论方面,赋予了代议制民主和协商民主理论以中国特色社会主义新内容。

Innovative Development of State Theory as Demonstrated in the Structural Reform of the Party and State Organs in the New Era

The central Party committee centering around Xi Jinping,in meeting the requirements for the development of socialism with Chinese characteristics in the new era,has reached the decision of deepening structural reform of the Party and state organs and put forward a series of new ideals,new perspectives,and new requirements,facilitating new developments for the state theory of Socialism with Chinese characteristics.This is demonstrated in the four practical aspects: as regard the theory of the leadership of the country,it highlights the "all-round","whole process","full coverage" comprehensive leadership and the "Trinity" unified leadership;in the allocation of state power,a new structural mode in the establishment of the "four separate powers" horizontally and the new operation mode relating to the relationship between the central and local areas vertically;for theories regarding state administration,the administering notion of "prioritizing the people" and the implementing system for the realization of national strategies in actual practice have been proposed;with Democratic political theories,new contents of socialism with Chinese characteristics have been endowed with representative democracy and consultative democracy.
