腐败亚文化的新特征、成因及其治理

随着全面从严治党战略向纵深推进,我国的反腐倡廉建设和反腐败斗争取得了重大进展。但巩固已有成果,推进腐败治理从"不敢""不能"向"不想"的深度跃迁,还要回归文化本源探寻治理路径。随着正风反腐力度的持续加大,作为与廉政文化相对的"腐败亚文化"在新时期新阶段呈现出一些新的特征,集中体现为人情文化的泛化和庸俗化、变相逢迎手段的隐匿化和科技化、不作为的"软腐败"现象凸显、官僚主义和形式主义顽疾难除等等。究其成因,主要包括认知偏差、心理诱因、价值"越轨"、制度"笼子"不严密等内外部致变因素。针对这些新特征及其形成原因,我们应该从健全官员人格和心理素质、强化廉政文化建设与教育、提升制度体系的科学化和民主化水平等路径去进行综合治理。

New Features of Corruption Subculture,Its Formative Factors,and Treatment

With the further promotion of the strategy of comprehensive and strict administration of the Party,great achievements have been made within the area of anti-corruption and integrity promotion.However,for consolidating existing achievements in promoting corruption treatment from "not daring" and "no possibility" to "unwillingness",the cultural origin must be referred back to.The gradual intensification of anti-corruption efforts,the corruption subculture as the opposite of integrity culture in this new era and new stage has taken on some new features,which is mainly demonstrated in the generalization and vulgarization of relationship culture,the resort to concealment and technology,the prominence of negative "soft corruption",the tenaciousness of bureaucracy and manner-feigning,etc.Inducing factors for such phenomena can mainly be found in cognition deviation,psychological inducements,derailed values,the lack of tightness in the systematic "cage",etc.Comprehensive treatments measures pertinent to such new features and inducements can be found in the improvement of the dignity and spiritual qualities of officials,strengthening the construction and education of integrity culture,improving the scientific and democratic nature of the system,and others.
