东盟跨境烟霾问题及其治理合作

20世纪70年代以来,由于东盟国家大规模毁林开荒引发火灾,加之泥炭地干旱自燃,致使跨境烟霾逐渐成为区域内主要环境问题,并影响到东盟国家间关系和东盟的公信力。对此,东盟建立健全治理合作机制,敦促东盟国家在行政改革、财政支持、教育培训、科技创新等领域开展合作,使跨境烟霾问题得到一定程度的缓解,并促进了东盟经济、政治安全、社会文化共同体的构建。但受各国经济社会发展水平及"东盟方式"等因素的影响,其治理合作机制依旧不健全,存在缺乏改革动力、执行进程缓慢、合作效率低下和治理效果不明显等问题,彻底解决该问题还需要较长时间。

Transboundary Haze Problem in ASEAN and Its Governance Cooperation

Since the 1970 s, fires caused by large-scale deforestation in ASEAN countries, combined with the drought and spontaneous combustion of peatlands, have made transboundary haze a major environmental problem in the region and affected the relations among ASEAN countries and ASEAN’s credibility. In order to alleviate the transboundary haze problem, ASEAN has established governance cooperation mechanism, and urged ASEAN countries to carry out administrative reforms and cooperation in the areas of administrative reform, financial support, education and training, and technological innovation, which have positive impact to a certain extent and at the same time promoted political-security, economic and social-cultural Communities of ASEAN. However, because of different economic and social development level of the countries, the "ASEAN Way" and other factors, its governance cooperation mechanism is still not perfect. There are problems such as lack of reform motivation, slow implementation process, low cooperation efficiency and ineffective governance effect. Therefore, to fully solve this problem will take a long time.
