政商腐败的基本特性、形成逻辑及治理路径

廓清政商关系中的腐败行为是我国廉政治理的重点,也是构建"亲清"新型政商关系的必然要求。政商腐败之所以难以治理,与其本身所具有的渗透性、扩散性、隐匿性、持续性等基本特性密切相关。从形成逻辑分析,经济体制转型所伴生的制度漏洞、人情社会的文化惯性、部分领导干部理想信念的丧失、权力制约监督体系的不健全等是政商腐败滋生蔓延的主要因素。治理政商腐败,除了完善政府与市场关系这一基础性工程之外,亟需在坚持法治与德治并举、官员家庭财产公示、利益冲突管理、受贿行贿一起查、利用大数据技术进行监管等方面持续发力。

Basic Features and Formation Logic of Political Business Corruption and Its Treatment

A key point in integrity administration in our country is to clearly define corruption found in the relationship between political power and business;it is also a necessary requirement for the construction of a new relationship between political power and business with purification between relatives.The difficulty found in the treatment of corruption between political power and business is closely associated with its inherent features of penetration,diffusion,stealthiness,and continuity.As regard its formation logic,such factors as the loopholes in the the system arising out of the transformation of economic mechanism,the secular relationship society,the loss of idealism and faith by some leaders,deficiency in the supervising mechanism of power contribute mainly to the prevalence of such corruption.Aside from the consummation of the facility of the relationship between the government and the market,the treatment of corruption between political power and business urgently requires equal emphasis on the rule of law and the rule of ethics,property publicity of leaders,management of interest conflicts,simultaneous investigation of offering and accepting bribes,and supervision by means of big data and other techniques.
