基层干部“为官不为”现象研究——基于全国350个典型案例的分析

摘    要:在当前中央强力反腐和推进国家治理能力现代化的背景下,基层政府干部的行政效能问题引发社会各界关注。基于中央纪委国家监委网站公开的350个“为官不为”典型案例,研究发现履职不力、缺乏担当是基层干部“为官不为”的主要表现形态,扶贫、拆迁和环保等领域是基层干部“为官不为”现象发生的集中区域。基层干部“为官不为”现象产生的原因主要包括自身主观意愿不积极、考核激励制度不完善和监督问责机制不健全。应该从增强个人修养、优化考核激励以及完善监督问责三个方面对“为官不为”现象进行规制。

Abstract:Against the background of strengthened anti-corruption efforts and modernization in state administration, administrative efficiency of bottom-level officials has attracted wide attention. Research based on the 350 typical instances of “official lethargy” disclosed on the site of Central Commission for Discipline Inspection and State Supervision has yielded the discovery that “official lethargy” at the bottom level is mainly demonstrated in the weak practice of official duties and lack of responsibility, primarily found in poverty-alleviation, relocation and environment protection. This phenomenon mainly results from lack of willingness of the subjects, imperfection in the assessment and stimulation mechanism, and defects in the accountability mechanism. It is to be regulated from the three aspects of improving personal qualities, optimizing the assessment and stimulation mechanism and perfection of the accountability mechanism.
