协同共治:新时代乡村治理的理念创新与实践路径

乡村治理是一项复杂的系统工程,是国家治理体系的重要组成部分,关系到乡村和谐稳定和生存发展,关系到全面建成小康社会目标的实现。十八大以来,为解决当前乡村社会发展不协调、不平衡、不充分等问题,习近平总书记在系列重要讲话中提出了很多乡村治理的新理念新思想,其中"协同共治"成为新时代乡村治理的重要理念创新和路径选择。其具体实施策略主要有:树立系统思维,完善乡村治理体制;建立多元化解机制,构建矛盾纠纷预防化解体系;以人民为中心,创新村民自治有效实现形式;加强法制宣传与教育,推进乡村法治建设;提升村民道德水准,减少和预防乡村社会矛盾发生。

Coordinated Treatment: Ideological Innovation and Practical Path to Rural Treatment in the New Era

Rural treatment is a complex systematic project,a vital component in the system treatment of the country,which is closely associated with the homily and the stability,and the survival and development of rural areas,and with the realization of moderate prosperity in a comprehensive manner.Since the 18th CPC National Congress,General Secretary Xi Jinping has proposed numerous new ideals and new thoughts pertinent to such issues as uncoordinated,unbalanced and insufficient situation in the development of rural society,out of which "coordinated treatment in cooperation" has become an important ideological innovation and the chosen means for the issue.In its actual practice,it is composed of such strategies as consummation of the system for rural treatment in the establishment of systematic mentality,the construction of the system for the provision and resolution of conflicts,the creation of an effective means for the autonomy of the villagers centering around the people,promoting the rule of law in rural areas in enhanced popularization and education of laws and statutes,and reduction and prevention of social conflicts by improving the moral standards of the villagers.
