中西警察职能比较

近代专职警察产生后,西方国家经历了四次警务革命,每次都引起了警察职能的变化。追寻其变化轨迹,发现有一个“政治镇压→打击犯罪→服务民众”的职能重心转变过程。考察我国警察的发展,其职能的演变规律与西方具有明显的一致性。我国在上世纪80年代实现了警察职能重心由“政治镇压”到“打击犯罪”的转变,现阶段正在进行由“打击犯罪”向“服务民众”的职能重心的转变。认识到这一规律,警察机关就会主动适应并促进警察职能的转变。

A comparison between the functions of the police in China and those of the police in the western countries

After the modern professional police came into being, the western countries have experienced 4 revolutions in police affairs, each having resulted in changes in the police functions. Along the changing trail, we find a transferring process of the functional focuses "from suppressing by political means→to beating crimes→to serving the masses". Investigating the development of the police in China, the rule of transferring of the police functions is of obvious consistence. Realizing such a rule, the police institutions will take initiative in adapting to and promote the transition of the police functions.
