省直管县:我国地方行政层级变革思考

20世纪80年代以来,由于多种因素的共同作用,在全国各省、自治区形成了除较大的市以外的设区的市管辖县和不设区的市的行政管理体制,这种状况既增加了地方的行政层级,又阻碍了县域经济社会的正常发展,并违反了我国《宪法》关于地方行政层级的规定。为此,只有尽快变革地方行政层级,实行省直管县和不设区的市的体制,方能维护宪法权威,促进县域经济社会又好又快地健康发展。

Reflection on the Reform of Local Administrative Level in China:When Counties Governed by Provinces Directly

Since the 1980s,due to the combined action of various factors,in the provinces and autonomous regions around the country,the administrative management system of cities which establish area,except the bigger cities,ruling over counties and cities which don't establish area has formed.This situation will increase the local administrative level and hinder the normal development of county economy.The more serious is that such a system goes against the Constitution of the People's Republic of China on the local administrative level requirements.Only changes in local administration level as soon as possible,ie a direct control of counties and the cities which don't establish area by provinces,can we uphold the constitution authority and accelerate the development of Counties healthily.
