AN ANALYSIS OF THE ECONOMICS OF PRISON SITING IN RURAL COMMUNITIES

Affiliation:Ryan Scott King is a Research Associate with The Sentencing Project in Washington, D.C. His research specialization is the American correctional system, with a particular concentration on the impact of sentencing and corrections policy on crime, punishment, and society. Past research has included an analysis of the effect of "three-strikes" laws on the prison population, and a statistical profile of state prison inmates incarcerated on drug charges. In 2002, he also co-authored a piece examining the different ways in which states were coping with the current budget crisis, as it pertains to the correctional system.;Marc Mauer is the Assistant Director of The Sentencing Project, a nonprofit organization engaged in research and advocacy on criminal justice policy. He has written extensively and testified before Congress and other legislative bodies. He is the author of Race to Incarcerate;(The New Press), which was named a semifinalist for the Robert F. Kennedy Book Award, and the co-editor of Invisible Punishment: The Collateral Consequences of Mass Imprisonment (The New Press), a collection of essays that examine the social costs of incarceration. Mr. Mauer frequently lectures before a broad range of national and international audiences, and he appears regularly on television and radio networks. He is also the recipient of the Donald Cressey Award and the Alfred R. Lindesmith Award for contributions to criminal justice research. Tracy Huling is Co-Director of the National Resource Center on Prisons and Communities as well as a researcher and award-winning filmmaker. Her work has been published by the U.S. Commission on Civil Rights, The Sentencing Project, National Center on Institutions and Alternatives, Human Rights Watch, Mother Jones;, and the Chicago Tribune, among many others. She is the producer of Yes, in My Backyard (1999), the first documentary film portrait of a rural prison town, which aired on public television 1999–2002.
