| 摘 要： | 利益衡量在环境法中是指当环境利益与经济利益、社会利益等发生冲突时,对冲突的利益进行权衡和取舍的活动。利益衡量的思想体现在环境可持续理念、环境协调理念、环境公平理念之中,也体现在环境安全理念、环境和谐理念之中。利益衡量的中心应当是社会公共利益。
