| 摘 要： | 一、‘三同时’环境法律制度的发展特点在中国众多的环境法律制度中有一项颇为独特的制度，即‘三同时’‘三同时’制度指建设项目需要配套建设的环境保护设施，必须与主体工程同时设计、同时施工、同时投产使用。其他的制度如环境影响评价、排污费、排污许可证等在很大程度上是对国外类似制度的借鉴。而‘三同时’系中国原创的特有的环境法律制度。
