切实推进多党合作和政治协商的程序化建设

我国多党合作和政治协商制度程序化建设还比较薄弱,在一定程度上影响了我国政党制度优越性的充分发挥。新世纪新阶段,建设社会主义政治文明,丰富和完善民主的实现形式,扩大有序的政治参与,建立利益协调机制和推进依法治国方略,都需要推进多党合作和政治协商制度的程序化建设。切实推进多党合作和政治协商的程序化建设,要革除重实体、轻程序的偏见,准确把握程序化建设的原则,明确程序化建设的重点,增强程序的"刚性"。

China is relatively weak at the procedural construction of multi-party cooperation and political consultation system,which to a certain degree affects the full play of China's political party system.In the new century,we need to promote the procedural construction of the multi-party cooperation and political party system in order to build up socialist political civilization,improve and enrich the forms of democracy,broaden orderly political participation,establish the interest coordination mechanisms and reinforce the general plan of "rule by law".Therefore,we must abolish the bias against procedures,understand clearly the principles and key points for procedural construction,and increase the "rigidity" of procedures.
