| 摘 要： | 人权与主权的关系虽已发生重大变化,但二者始终不可分割和相互促进。主权依然是人权存在与发展的前提与保障,人权依然对主权发挥着促进和制约作用。在此基础上,应制定出原则性与灵活性相结合的中国人权战略。
