网络诈骗犯罪的立案困境及对策研究

网络诈骗犯罪是随着网络技术发展而出现的一种新型诈骗犯罪形式,具有高科技性、高智能性、方式多样性、作案隐蔽、地域跨度大等特点。尤其是其隐蔽性、跨地域性,使得警方对案件的立案追溯显现出一定漏洞。目前公安机关在网络诈骗犯罪立案中遭遇到地域管辖不明、群众报案态度消极、取证困难等困境。
