建国后十七年我国人口政策评析

从新中国成立至"文化大革命"爆发之前的十七年时间里,党和政府已初步认识了人口问题的紧迫性,并把控制人口数量的节育政策上升到国家计划和政策的高度.但由于种种原因,此期的节育人口政策未能有效地贯彻下去,因而人口数量的控制没有取得非常明显的成效.但此期的人口政策,构成了当代中国人口政策一部分,是现行人口政策发展的基础.

An Analysis and Comment on the Population Policy of China during the Seventeen Years after the Founding of the P. R. C.

During the seventeen years form the founding of new China to the period of Cultural Revolution,the Chinese party and government had already realized the urgent problem of population and regarded birth control as a national project and policy.Reflected in the practice,the birth rate was cut down substantially compared with that before.For some reasons,the birth control policy did not last long and showed no tangible result.But the population policy in this period becomes a part of the population policy of modern China and the basis of the development of current population policy.
