| 摘 要： | 为了更有效地保护本国或本地区的产业免受中国大量进口产品的冲击,许多世界贸易组织成员努力迫使中国同意,在入世之后的过渡期内建立一种过渡性的产品特别保障机制。在美加两国的措施支持其国内产业的同时,欧盟生产者不得不接受欧盟在对中国实施特别保障机制时所作出的大量自我限制。

| Abstract: | In order to protect their national industries better from the potential impact of liberalized Chinese Trade,many WTO-members negotiated a special safeguard mechanism for a transitional period of time with China.While USA and Canada have taken a more industry-friendly approach,the EU producers have to accept that the EU has self-imposed a number of constraints in implementing the special safeguard mechanism in respect of China. |
