| 摘 要： | 和衡管理是以文化造就的人和为根基，以恰如其分地对正目标做事而获得最大利益，以机制平衡各种关系矛盾，从源头做起的一种崭新的管理理念。在公安队伍管理中实施和衡管理，对于软警力的提升有十分重要的现实指导意义。在具体操作中，可将提升软警力的组织总目标分解为“人和”、“事中”、“制衡”、“活源”几项子目标，然后分别围绕各子目标制定出各有侧重而又相互关联的相关措施。

| Abstract: | Management of harmony and balance is a brand-new management which publicizes the harmony among people,maximizing the benefit with right acts,balancing various relations and optimizing the resources.It is of great importance to implement management of harmony and balance in public security organs so as to strengthen soft police power.To be specific,the general goal of strengthening soft police power can be divided into four goals aiming at the harmony among people,right acts,balancing relations and optimizing resources.Based on these four goals,related measures can be made which emphasize different aspects and meanwhile interact with each other. |
