人力资本特性与公务员业绩有效考核机制构建

摘    要:公共部门人力资本在投资主体和产出品等方面有区别于一般人力资本的特殊性,这种特殊使得适用于一般人力资本业绩考核的考核机制直接应用于公务员的业绩考核有一定的局限性。真正有效的公务员业绩考核机制应立足于公共部门人力资本的特殊性,通过优化一般考核机制的途径来构建。

Abstract:Because there are some particular attributions different from common human-capital in such public sector as investors,product and the like,once the ordinary mechanisms of human-capital are applied to assessing government functionaries' achievements directly,there will go limitations.Effective servant merit system should be established in optimizing common merit rating mechanism,based on its particular attributions of human-capital in public sector.
