| 摘 要： | 人群控制战术是公安民警对参加大型活动的群众进行管理、控制的方法。大部分的群众活动是和平进行的，但由于现场环境或一些突发事件可能会引起群众的情绪变化，现场气氛也许会急剧转变，而这些情况是警方改变管制策略的主要因素，甚至会因此考虑把人群管理改为人群控制。文章介绍了人群控制的策略、技巧和搬离示威者的方法，以供同行们参考。

| Abstract: | Crowds control tactics are the method for policemen to manage and control the people who takes part in large activities.Most of the activities are carried out peacefully,but with the scene environment or sudden incident which may change crowds' mooss,the scene atmosphere may change.These are the main factors that police changes the administrative strategies,sometimes the administration can be changed to be control.This article introduces crowds control's strategies and skill,and the mehtods to scatter demonstrators,which can be the reference to other policeman. |
