面向机遇与挑战并存的“十四五”时期,重构中国区域经济格局对实现更高质量、更具效率、更加公平的发展具有里程碑式的意义。从国家、区域、城市、县域四级空间尺度出发,以“整体分散,优势集中”为行动指南展望新时代区域协调发展新格局。在国家尺度下,在集中力量缓和东西失调、南北分野以促进国内大循环的同时,以“一带一路”为牵引融入国际大循环。在区域尺度下,打造京津冀城市群、长三角城市群、粤港澳城市群、长江中游—中原城市群、成渝城市群五大核心增长极,助力沿海经济带与长江经济带建设、黄河流域生态保护与高质量发展。在城市—县域尺度下,抓好国家中心城市、区域中心城市的培育工作,激发县域经济活力。在此基础上,融通国家、区域、城市、县域四级尺度,共同引领“普遍沸腾”。

The Prospect of Regional Economic Development Pattern of China during the 14th Five-year Plan Period

In the“14th five-year plan”period,facing both opportunities and challenges,the reconstruction of China's regional economic pattern is of landmark significance for the realization of higher-quality,more efficient and more equitable development.This paper focusing on the spatial scale of the country,region,city and county describes a new pattern of regional coordinated development in the new era under the guidance of“overall dispersion,advantage concentration.”On the national scale,efforts should be concentrated on alleviating the imbalance between east and west as well as north and south to promote the domestic cycle while taking“One Belt and One Road”as the traction into the international cycle.On the regional scale,it’s vital to develop five core growth poles of the Beijing-Tianjin-Hebei city cluster,the Yangtze River Delta cluster,the Guangdong-Hong Kong-Macao city cluster,the Middle Reaches of the Yangtze River-Central Plains city cluster,and the Chengdu-Chongqing city cluster,contributing to the construction of the Coastal Economic Belt and the Yangtze River Economic Belt,as well as ecological protection and high-quality development in the Yellow River basin.On the city-county scale,we should pay close attention to the cultivation of national central cities and regional central cities,stimulating economic vitality of counties at the same time.In this way,the national,regional,urban and county levels will be integrated to jointly lead the“universal boiling.”
