核心价值观融入法治的历史进程、时代特征与实践路径

社会主义核心价值观融入法治建设是推进国家治理体系和治理能力现代化的重要支点。回首核心价值观融入法治建设的历程,经历了新中国成立初期的奠基、改革开放初期的创建、深化改革开放时期的拓展、中国特色社会主义新时代的定型等四个历史阶段。党的十八大以来社会主义核心价值观融入法治建设,呈现出“基本理念更加清晰、目标任务更加周延、政策指导更加有力、人民意志更加彰显、机制保障更加有效”等时代特征。新的历史起点上社会主义核心价值观融入法治的实践路径是:坚持党的领导,夯实核心价值观融入法治的思想理论基础;坚持人民立场,统筹推进核心价值观融入法治持续深入;坚持问题导向,增强核心价值观融入法治的质量和实效。

The Historical Process,Characteristics of the Times,and Practical Path of the Integration of Core Values into the Rule of Law

The fourth plenary session of the 19th CPC Central Committee puts the construction of socialist legal system in a very important position.The integration of socialist core values into the construction of legal system has become an important fulcrum to promote the modernization of governance system and governance ability.Looking back on the process of integrating core values into the construction of the rule of law,it has experienced four historical stages:the“foundation”in the early days of the founding of new China,the“creation”in the early days of reform and opening up,the“expansion”in the period of deepening reform and opening up,and the“finalization”in the new era of great rejuvenation.Since the 18th National Congress of the Communist Party of China,the core values have been integrated into the construction of the rule of law,showing the characteristics of the times such as“clearer basic concepts,more comprehensive objectives and tasks,more powerful policy guidance,more obvious people’s will,and more effective mechanism guarantee.”In the new historical starting point,the practical path of integrating core values into the rule of law is to adhere to the party’s leadership,consolidating the ideological and theoretical basis of integrating core values into the rule of law;adhere to the people's position,promoting the integration of core values into the rule of law continuously;and adhere to the problem orientation,enhancing the quality and effectiveness of integrating core values into the rule of law.
