转基因生物安全立法的再思考

随着现代生物技术的迅速发展,转基因生物安全立法越来越引起我国政府的重视。中国作为发展利用转基因技术及其产物的大国,不仅有义务去保护转基因生物安全,而且也有必要为转基因生物安全利益负责。目前,中国虽然制定了一些关于转基因生物安全的法规,但是就整体而言,这些法规无法从根本上满足转基因生物安全管理的需要。参考和借鉴国际和国外转基因生物安全立法,建立与时俱进而又适合中国国情的转基因生物安全立法,对于维护中国的政治与经济稳定,保障人类健康和生态安全,有着积极而重要的意义。

Re-thought on the GMOs Safety Legislation

With the rapid development of GM technology,GMOs safety legislation attracted more and more attention of our government.China as the development of transgenic technology and its products of the country,not only have the obligation to protect the safety of GMOs,but also necessary for the safety of GMOs interest charge.At present,China although developed about GMOs safety regulations,but on the whole,these regulations can not fundamentally meet the need of safety management of transgenic organisms.Therefore,our country needs to build a systematic,comprehensive,effective GMO Safety Law,is the key to legislative ideas of pragmatism and strong operation,and is suitable for the situation of our country.
