电子废弃物管理立法的比较研究

随着电子工业的高速发展,越来越多的电子产品进入报废期,从而产生了数量巨大的电子废弃物.由于电子废弃物具有危害性和潜在价值性双重的特点,如果对其处置不当,既会对环境产生巨大的危害,还会造成大量不可再生资源的浪费.我国作为世界上最大的电子产品生产国和消费国,面临着更加严重的电子废弃物问题,而目前我国电子废弃物管理方面的立法尚不完善.国外关于电子废弃物管理方面的立法较为完善,可操作性强,在立法技术上、立法内容上具有较高的借鉴作用.

A Comparative Study of Waste Electrical and Electronic Equipment(WEEE)Management Legislation

With the rapid development of electronics industry,more and more electronic products have been approaching their date of retirement,producing a huge amount of electronic waste.Hazardous yet potentially valuable,if improperly disposed of,they will do a tremendous harm to the environment,resulting in a large number of non-renewable waste resources.China,as the world’s largest electronics producer and consumer,is now facing a more serious problem of WEEE,and the current WEEE management legislation is not yet perfect.In contrast,WEEE management legislation abroad is more complete and operable,hence,technically and legislatively,with more for reference.
