| 摘 要： | 在我国社会主义市场经济条件下，彩票发行应当而且能够成为一个新的产业。作者在文中分析了我国彩票业市场结构的基础上，阐明了彩票发行权的高度统一和市场竞争是设定市场结构和运行方式的重要内容和依据，指出了我国彩票业发展中存在各地擅自发行彩票、管理法规不健全、彩票发行成本过高以及彩票公益性资金使用效益不高、违规违纪较严重等问题，并就发展我国彩票业提出了若干建议。

| Abstract: | Under the circumstances of socialist mar ke t-oriented economy,the lottery ticket issue should become a new trade.T his paper,based on the analysis of market structure of lottery ticket trade,clarifies that the firm unity of lottery ticket issue power is the main content and basis for setting market structure and for its ope ration pattern, points out some problems,such as lottery ticket issue without authorization,imperfect administrative regulation,too high cost of lottery ticket issue,too low effciency of funds use,and puts forward some proposals for the development of China's lottery ticket trade. |
