| Abstract: | The ability to manipulate public authority is of decisive significance to the ruling result,the ruling position and the ruling fate of the Chinese Communist Party.It is the best reflection of the Chinese Communist Party's ruling capability.The Party must improve its ability to manipulate public authority if it aims at improving its ruling capability,consolidating its ruling position and maintaining its advanced feature. |
