| 摘 要： | 权力制约与权力配置属于国家权力管理范围.本文通过古今中外国家兴衰的比较分析得出结论对国家权力的管理决定一个国家的寿命.文章指出中国共产党第三代领导集体发展了马克思主义国家学说.党的最高领导人和最高领导机关设计了中国权力制约和权力配置的蓝图.为实施此蓝图,作者提出自己的设想.
