| Abstract: | The idea is the guide of the behavior. To carry on administrating the state according to law in all-round way and construct the government under the rule of law, we should strengthen the idea of the rule of law. The government and the civil servants of it should think in the correct way, foster the views of power in a modern sense, warrant the civil rights, control the administrative power and build the compatible society. |
