| 摘 要： | 1999年国务院决定进行设立出口加工区的试点 ,给珲春提供了难得的历史发展机遇 ,也为推动图们江地区的国际开发带来了新的契机。珲春出口加工区的设立不仅十分必要 ,而且通过对自由港 (开发区 )的各种标准的分析 ,表现出很强的可行性。借鉴国内外经验 ,本课题结合珲春的实际 ,提出设立出口加工区的构想规划和操作措施。

A Proposed Plan of Building Hunchun Export Processing Zone in the Course of the International Development of the Tumen River Area |

| Abstract: | In 1999, the State Council decided to set up export processing experiment zones. This decision has brought a rare historical opportunity for Hunchun and a new chance for speeding up the international development of the Tumen River area. A careful analysis of the various standards concerning a free port (development zone) indicates that it is not only necessary but also feasible to build the Hunchun Export Processing Zone. By drawing on both national and international experiences and taking Hunchun's reality into consideration, this paper puts forward a conceived plan of building an export processing zone at Hunchun as well as operational measures. |
