论我国国家制度与国家治理的有机统一

党的十九届四中全会审议通过的《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》,深刻论述了我国国家制度与国家治理的辩证关系,即我国国家制度是国家治理的根本依据,国家治理是国家制度执行落地的具体实践,我国国家制度与国家治理是有机统一的,统一于中国特色社会主义伟大事业。新时代坚持和完善国家制度并推进国家治理体系和治理能力现代化,须在党中央统一领导下进行,要以科学理论为指导,坚持正确的路径与方法。

The Dialectical Unity of China's State System and State Governance

The decision of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China on several important issues concerning upholding and improving the socialist system with Chinese characteristics,promoting the modernization of national governance system and governance capacity,which had profoundly discussed the dialectical relationship between China’s national system and national governance.Specifically,China’s national system is the fundamental basis of national governance,and national governance is the specific practice of the implementation of the national system.China’s national system and national governance is the organic unity,which are unified in the great cause of socialism with Chinese characteristics.In the new era,we must adhere to improve the national system and promote the modernization of the national governance system and governance capacity under the unified leadership of the Party Central Committee,under the guidance of scientific theory,and adhere to the correct path and method.
