Cross-border Governance Theory and Digital Government Construction

The vigorous development of the new generation of ICT promotes the transformation of traditional bureaucratic government to digital government.There is a close theoretical relationship between the construction of digital government and the model of cross-border governance,which are consistent in value concept,governance tools and governance structure.Applying the theory model of cross-border governance,this article constructs the action framework of government digital transformation from three dimensions of structure,process and leadership,and explores the realistic dilemma and breakthrough path of China's digital government construction through analyzing the typical case of Guangdong digital government construction.To realize the reform and innovation of digital government in the network era,it is necessary to reshape the organizational structure and build a government responsibility system that adapts to the digital transformation;strengthen the system supply and form the system guarantee of digital government and data governance;improve the operation mechanism and do a good job in the whole process of evaluation and supervision of digital government construction;forge cross-border leadership and create cooperative and shared organizational culture and political ecology;innovate the application of tools and promote the deep integration of disruptive technologies and government governance.
