国家和社会关系视野下的村民自治

随着村民自治的推行,国家行政权力从农村基层政权的撤出,村级治理模式发生了深刻的变化。这种治理模式的变迁必然影响着国家与社会关系的构建。随着村民自治的进一步深入,构建国家与社会的良性互动必须在明确政府职能、加强村委会建设以及培育成熟理性的社会主体三个方面加以努力。在社会充分发育、国家与社会日趋良性互动为背景的村民自治,其发展也应以价值理性主义、法制主义及充分自治为取向。

The Village Autonomy in View of Relationship between State and Society

As state administrative power withdraws from country grass-roots regime with the popularization of the village autonomy,the governance mode at village level has been passing a profound alteration that inevitably concerns relationship between state and society.At the time of a further advance in the village autonomy,to setup favorable interaction between state and society must make some efforts in the aspects of defining a definite government duty,strengthening village committee and cultivating mature social body.In the context of societal upgrowth in soundness,in the context of gradually reciprocal action between state and society,the developing of the village autonomy will favor rationalism of value-orientation,legalism as well as full autonomy.
