| 摘 要： | 《行政许可法》的基本价值取向是限权、便民、服务、公开和透明,它也体现着市场主体自主,社会公益、行业自律及行政事后监督优先的价值取向。地方政府及其工作人员可能在观念上有较大抵触;有关法律法规清理修订可能存在工作量大、时间紧迫而合格专业人员不足的问题;许可法在东西部的实施情况会有较大的差距。

| Abstract: | The main tendency of value is that Administration permission law is a limited power, the conveniences for citizen, service and open, transparent. It's now market corpus the independent, society is public-spirited, and the profession inspect to have the iniuative from the rule and administration after the event.The local government and it's worker may have on idea big conflict with;the relevant laws and regulations tidy ups to revise and may exist the work have great capacity. Time is urgent but problem of lack personnel of qualified; etc. |
