| 摘 要： | 本文从理藩院的设立、达赖、班禅封号的确定,噶厦治政制度、驻藏大臣制度、金瓶挚签制度的创立等方面,述叙了清代中央政府的主要对藏政策,认为这些政策总体上稳定和促进了西藏的社会经济,提高和发展了历史上形成的“汉藏一家亲” 的民族关系。

| Abstract: | Focussing on setting up Ministry of Vassal Affairs, determining titles of Dalai and Panchen and founding Gaxia political system, the author relates the main policies to Tibet implemented by central government of the Qing Dynasty, which stabilized and promoted social e-conomy of Tibet, improved and expanded national relationship of "the Hans and the Tibetans in the same family" in history. |
