| Abstract: | Democracy at the grass-roots level in rural areas in China embodies the organic combination of the Party's leadership and the people's being the masters of the country with ruling the country by law. In this respect, the Party's leadership always plays a guiding role, and the broad masses of farmers are always in dominant postion. The Party's leadership and the people's being the masters of the country must follow the principles of the legal system. |
